The Youth Employment Specialist reports to the Project Supervisor located at the Workforce Institute. This position is a 12 months per year position; Monday - Friday; 8:00 a.m. to 5:00 p.m.
This position is represented by the California School Employees Association (CSEA), Chapter 363.
Performs a variety of duties involved in assisting at-risk youth in meeting their employment and/or educational goals; provide career counseling and assessment services; identify and meet training needs; provide career coaching as well as ongoing monitoring and follow-up; ensure program performance goals are met and Workforce Investment Act (WIA) regulations followed.
Duties and Responsibilities:
DUTIES AND RESPONSIBILITIES include but are not limited to the following:
1. Develop and conduct career workshops covering a variety of topics including labor market, job search, identifying skills, job applications, resume preparation, interviewing, work ethics, and job retention; conduct group and one-on-one workshops with clients.
2. Provide career coaching; refer clients as appropriate to other community resources and services.
3. Establish relationships with employers; contact employers by telephone, e-mail, and in person regarding job opportunities; advocate for clients for job placement.
4. Establish and maintain cooperative relationships with community based organizations, businesses, advisory groups, and related organizations that may assist clients.
5. Conduct outreach and recruitment for youth program.
6. Participate in job fairs.
7. Assist clients with job retention and other follow up services as needed.
8. Evaluate client and program performance; participate in developing and implementing program improvements.
9. Maintain statistical data relative to program objectives including client and contractual information; participate in program record keeping in an accurate and auditable manner in accordance with established program procedures.
10. Participate in ensuring compliance with applicable grant, state and federal guidelines and regulations.
11. Remain current in the field of career counseling, employing new practices and tools as appropriate.
12. Perform other duties reasonably related to the job classification.

Environment: Work is performed primarily in a standard office setting with frequent interruptions and distractions; extended periods of time viewing computer monitor.
Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.
Vision: See in the normal visual range with or without correction.
Hearing: Hear in the normal audio range with or without correction.
EDUCATION AND EXPERIENCE
1. Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be a Bachelor's degree in psychology, education, or a related field and two years of responsible experience in career coaching.
2. Demonstrated sensitivity, knowledge, and understanding of the diverse academic, socioeconomic, gender, cultural, disability, and ethnic backgrounds of the students we serve; and sensitivity to and knowledge and understanding of groups historically underrepresented, and groups who may have experienced discrimination.
3. Success integrating diversity as appropriate into the major duties outlined in the job description and in the duties listed in the District's hiring policy; or demonstrated equivalent transferable skills to do so.
