I would pay the Laborers more money, afteralll they are a very important part if not the mist important part of your Company.A lot of management basically bark out orders and on their chairs at their desks.They would get more production out of the workforce if they led by example.In other words ,go and do some of the labor work along with the Laborers.It would boost moral,and give management a hands on approach on how to improve productivity ,safety,and address concerns of employeess. The upper management all the way up to the President of your Company should be involved in this experience.
