Vancouver: demote and terminate all upper management and hire more educated and “in the field” people to be more of help to staff and clients that actually understand the policy and procedures!

Terminate the top managers that cause a lot of the conflict between employees

Demote or terminate all program managers. Hire educated and experienced personnel to enact an evidenced based program. Offer competitive wages, increases and bonuses based on performance. Promote all the educated people on board (Not many). Terminate anyone who violates ethics, HIPPA or commits fraud.
