The company can hire you but they have to buy your contact out from Accountemp and alot of companies don't want to do that. Even out you leave the company and want to go back and apply you can't you have to wait a year before you apply for that company. That's what happen when you work for a temp agency.
It depends on rhe position. The company you go to work for likes the ability to keep you on or let you go. If in the job specs it says TEMP TO HIRE they need someone permanent, but don't want to pay to get you to that point.
I personally am not sure, but I have been working off on for temp position. I am looking for permanent position.
