To gain the experience and interaction with clients

I would have hired and created a new position, in which there is someone paid to monitor the operations managers. Only to assure that they aren't cheating none of their employees out of their hours and pay. Then hired better managers TO ANSWER THEIR PHONES WHEN THERE ISSUES THAT NEEDS RESOLVING. Then make sure to hire enough employees at each site, so officers don't get stuck repeatedly and can't leave until they're sites where assigned at. Then start showing appreciation to those who are hard working!!!! That's how you keep and maintain staff!
