I would find ways to make every employee know that they are valued and give them honest, personalized feedback on their performance. I would also suggest giving more consideration to suggestions for efficiencies. Evaluate areas where it makes sense to add resources versus removing redundancies or unnecessary processes/paperwork. The "Because XYZ said so" rationale can be demoralizing, especially if the employee is not empowered to ask why or suggest a reasonable alternative.
