Invest in a long-term workforce that can properly build relationships with their community. The mass layoffs are not productive are one of the reasons they aren't taken as seriously as they could be in Washington.

Greater autonomy at the state level, greater control of the budget at the state level, more training for field directors and state leadership, before they hit the field. Localize support, positions like human resources should be regional at least not all the way back in Virginia when you're out West dealing with employee issues. If an area is important have to have a director it's an important enough to have an office, real brick-and-mortar presence, that's how you become part of the community.
