I can't speak for the rest of the hospital, though I have heard that the 'office folk' that run the non-health related sections are bit in a mix. For my department, I have a list that can be whittled down to a few key points:
Fairer wages for the employees and those who have seniority.
More coverage for shifts to avoid individuals feeling overloaded.
Management that has better interpersonal training to provide support and understanding rather than an attitude that embodies a lack of concern or care for their team.
