Well, depends on what your job is and if the manager is actually supervising that you are doing your job. If your manager is involved-then you will have plenty to do. If your manager is lazy and chooses to sit at a desk most of the day, most often then you will be free to do what you want because the manager is not overseeing whether you are at your job site or taking really long lunches or breaks. Mangers that do their job are harassed the most by the union employees who really do not want to work.
