When I was there, a few members of the IT dept had just been through some internal argument, and they didn't work together well. They weren't talking, didn't like each other, weren't interested in the work.
This was a manufacturing facility with HQ in another city. The decision making power was at the HQ and there really wasn't much to do here. So the dysfunction didn't really hold them back much, but it was dull and uncomfortable.
Office equipment was decades old. Worn out desks, chairs, carpet, with lots of hard sharp edges.
Nothing you do matters.
