Command and Control/Fear Culture-Pretending to be Agile

CIO does not trust any professional staffs and openly declares NO "Work from Home" policy during the day. He requires all IT engineers to make application and system changes between 10PM and 4AM, which allows work to be completed remotely via VPN access. All IT engineers who had worked the night before are still required to show up early to work (most) of the time due to chronic resource constraints. Company invested in organizational cultural changes and Agile transformation to DevOps, but leadership team still practice "Command and Control" management and want sweat shop results. For example, company provides pool table in break room but monitors usage at performance assessment and variable pay (bonus) considerations.
