Get rid of the drug users, get rid of the employees who try to fight and use racial words. Get rid of tension from building.

Hold the people screwing up accountable, and be more aggressive in hiring so that way the drivers you do have don't get burnt out so quickly

Start at the top and create a culture that embraces people and builds teams. The departments are segmented and silo. I'd bring energy and enforce folks to work together and share information, ideas and processes that would quickly allow the businesses to flourish. Too many threats vs. compliments and praise and acknowledging effort.
