Try to focus on customer service and the onsite team more and less on growing the corporate side. Way too much time is wasted on corporate inicitives and perks and little time spent on property management. The high percentage of employee and resident turnover is an obvious indicator of where BH's priorities fall in line.
Replace all upper management for starters, then hire qualified technitions.
Compete with the market for pay and benefits so that the job requirements match the pay grade.

I would have a little more compassion for the maintenance technicians and not make them use their own vehicles for work. Or I would at least offer them monthly gas allowances.
