Listen to your employees a little bit more.

Have more involvement with the hubs located outside of the Milwaukee area. It seems that all upper management and HR are in the dark about what happens outside of Milwaukee. Many things need to be taken care of and numerous employees high on the chain and even lower must start being held accountable for their actions (and lack of). This is the exact reason a large portion of your better, hardworking employees are quitting.
Visit the sites other than the Milwaukee region. Listen to the employees actually doing the work- not the management team who just shows up for the paycheck.
Listen to the employee concerns

Continue to push vision of BCW. That encourages everyone to do their part to their best ability however big or small their role is within the organization. Would be good to be treated equally. Seems like the lower the level in the building one works, the less significant people are treated.
