I would double the staff to patient ratio and provide realistic training.
Make a legitimate effort to hire, train, and retain staff. Change the culture from favoritism to performance based recognition and advancement. Follow the corporate mission, instead of petty lip service and misdirection.
Electronic charting, better patient to staff ratio, increased pay for mental health technicians, update heating/cooling system, provide a safer environment for patients, and build a safer/better space for children to go outside that can actually be utilized.
