I would schedule more than 2 people at a time during the day. Even on "slow" days. There is never enough employees to help customers accurately.

I would recommend giving the employee at least the going rate for the job they do, not lowball them, and possibly more depending upon the individual's experience. Take care of the employee, and they will gladly take care of the customer.

Make communication better between all levels of management. Make sure that all employees get paid fairly. I would also hope to convince them to promote from within.
