Fire everyone in management and start over. Then start caring about the employees and clients.
I would want HR to shadow people who are actually working in the field. I have had three fantastic managers who were all pushed out because they had to “reapply” for the jobs. I will never try and move up in this company for fear of being judged on a simple rubric rather than judged on my job performance and interactions with my clients.
Recruit and hire an entirely new management team.

Get rid of some of the managers, and make managers adhere to some of the same rules that the hourly employees have to adhere to.
The managers would be required to work late nights too,, and help out on the front line, and have to actually show up to work.
