Being short staffed is a losing battle. If they are unable to keep staff than clients wait to long, thier time is just as important! The staff working for them deserve better...if I were managing the clinics I'd recommend a plan to keep the good ones. Rid the bad ones and recruit worthy ones, period. And not put it off. Bad travels quickly.

The pace of work can be overwhelming, the sheer volume that is expected in each clinic is simply too much to handle with the limited staff present.
