The work culture is pretty bad. Advancement is basically tied to do they feel you need to be advanced or it is your turn. This makes it very cutthroat if you are new to the organization because everyone feels it is their turn before you. Promotions are tied to the budget as well so not only are wages low in comparison to the rest of industry (IEEE PES salary report for engineers), you receive none of the benefits that state or federal employees receive and often are underpaid in comparison to state employees. Pay raises are minimal in comparison to the rest of industry and promotions are your only pay bumps. The company goal is to give 80% of the organization on a whole 2% or less yearly raises.
