I now interview applicants in my current role. Typically we do a phone interview to go over the basic aspects of the job and the salary range- then we'll have someone come in for an interview, and a second interview if necessary. During the interview, we use structured interview questions to help us get to know the applicant and a formal rating scale, and answer any questions the applicant may have.
