Depends on how understaffed they are at the moment. If HR feels like they have enough people they will turn away applications but if they are desperate, you might get offered the job on the same day as your interview.

Raises are supposed to occur every 6 months, when you're given an evaluation. At my location, however, it seemed like they were trying to delay giving out evals. I worked there for over 6 months and did not get an evaluation/raise.
