As far as I know City does a complete screening of all individuals they hire, and drug use, and police record would be something that would prevent Citi from employing.

I would be honest, explain why you didn't pay for your card. i think as long as you are upfront and honest with the company, it would help, Citi is a business that deals with credit , it would depend on the company, i am sure if they offered you a job, you must be what they are looking for, just be honest and upfront with them, i dont know if they will withdraw the offer, but be honest with whoever you work for
