Change starts from the top. It is unfortunate how this still happens today. Please revise your nepotism policy. Too many family members and friends getting positions that they are not qualified for all by starting as hourlies and then being "promoted" to salaried all to avoid the commission. This is very sad and disappointing.
Once you're working for the city of Glendale can you do a internal application to transfer to a different department?
