Take a look at who makes up the city council and you can deduce that there will be even more homeless people because the city council is too busy telling themselves what a great job they are doing....all in the name of maintaining the status quo of mediocrity.

While employed there there were many changes. Each new mayor brings new staff and new culture. Sometimes entire departments are removed and new ones created breaking staff up into many different areas. That was difficult.
