"Commonwealth of Pennsylvania" is a gigantic entity with more departments and bureaus you can shake a stick at, so trying to rate this "business" is virtually impossible- what one person "hates" another is going to love. Personally, I've worked at CWOPA for 25+ years and like it... I don't love the work so much but admire my supervisor and really, really like my coworkers, so I'm fortunate. Best advice I could give to anyone is if you dislike your supervisor or job, bid out somewhere else or quit. It's no different in that respect than working for private industry.

Replace the half a** management and supervisors who treat the employees like dirt and get some people in the workplace who actually value and respect other human beings.

Slow. As in most public sector positions, the benefits are great and the tempo is slow. Its not the state workers fault, its just the nature of the beast.
