Great perks, but low job security and advancement

Office environment is very nice and quiet. GREAT location. Friendly co-workers. Lots of morale-boosting office activities like pot-luck lunches and holiday contests with prizes.
Health care plan is so-so. Company is generous with the perks it offers, such as cell phone stipends, work from home and flexible schedules, summer picnic, and winter holiday parties.
Management is mostly formal and "stiff" but nice.
However, as a mostly-government contractor, our contracts shift and change often with government budget cut-backs, forcing a shift in human resources and job duties different than what you were hired for. There are no positions to move up into. Following government guidelines and dealing with client demands is a headache sometimes.
