No, Upper Management insists DTO does not qualify for Railroad Retirement using that they are not Intrastate as there reason. The fact that Amtrak runs coast to coast and that DTO maintains the track and switches that they operate on while passing through Denver more than qualify Railroad Retirement. Information obtained directly from the Railroad Retirement Board in downtown Denver.

Most commuter rail agencies do not pay into RRB, and escape because they are intrastate. At one point New Mexico RailRunner was considering service to Denver; one contemplated strategy was to change crews at Raton so that no crew would cross state lines.
