I would ask the CEO to travel throughout the boroughs , talk to the worker who make the agency run. Listen to the good and bad . Look at what programs work and which ones doesn't. Have the JTPs follow all protocol of the program especially uniforms. Reward the workers who go above and beyond their job titles.
