Overtime is great but you can only do it fro so long, and even OT now has a cap on it if you're serious about getting OT Jan to Dec.

Eaton plant I worked at is very efficient unless equipment breaks down or has to be replaced, also some folks don't want to work hard to get over time so they milk the clock.
