Staff is always working short, Nurses and aides. Management isn’t supportive of staff, poor moral.

Not at all, the continuity of care changes to frequently to keep up. It is all off of trial and error at this point. That is to be expected with any business or a household for that matter. It doesn't make it any easier when employees become hard to work with because of complaining.
