Because the worst employees came from the old Kinko's days that gave great raises so they make big $$$$ and there seems to be no way to get rid of them so $10 employees pick up the slack for $20+ per hour employees. There's your answer as they will never leave until they die or retire.

Culture is the largest problem at FedEx office. Some term members are treated golden and others like dirt. There is an old Kinko’s culture with the 15-20 year employees the largest problem. They get all the consideration and best pay basted on they came from the Kinko’s that gave generous raises. It most regards these long term team members control the store than managers, and make at least double what new hires make and it ends up new hires doing twice the work they do. Nothing will ever change until these old timers retire and there is new blood in the stores yet that is 10-20 years away.
