First I'd put an HR representative or representatives in each market in which GTI operates. Centralized HR misses a lot, and/or is unable to deal with regional problems effectively.

Second, I'd be looking strongly at employee retention programs, including greater discounts, company stock options, and internal promotions. As of now, certain customers get the same discount as employees, and most mid to upper level positions are filled from outside the company.

Lastly, all the jobs at GTI, whether corporate or management or entry level, are sedentary. There's almost no physical movement, so I'd sure look at wellness programs, including fitness and massage.
