I would start by making all supervisors accountable for their staff, and make it clear what was expected so there is no confusion.I would also change the RC staff and make them follow a weekly theme age appropriate for each house so the children would have a consistent routine. I would have a close relationship with all staff and let them know my goals are to make the home better.

Every agency could work on their communication within departments. Home of the Innocents is a great place and they treat their staff well.
