Poor frontline management. Lack of support from Congress/Senate. Low pay in comparison to the public sector. No backfilling of vacated positions, only redistribution of workload resulting in one person doing the work of 2 or 3 and getting paid for 1. Poor annual pay increases that do not keep up with the current rate of inflation.

Relocated across the country.
I heard if you worked for IRS in the past, policy says that you can not be considered to rtd.
What if you was terminated from your employment? Can you be rehired for a different position?
I relocated to Georgia, and tried many times to get hired back on with them in Georgia.
