Cost of living raise is max 3% annually. Departmental raises depend on how well the company is doing. In my 5 years of work I have received a single 10% raise and all others were 3%.
Cost of living increases are considered raises, my manager didn't believe in performance reviews so my department never saw any raises for a job well done
