Working in 'Silo's'/Different depts was the biggest issue
Different departments didn't interact much at all, which made the overall culture stay in a constant state of fluctuation. Some departments worked really hard together and others played favorites with certain individuals and barely got anything done.
Managers and supervisors were willing to listen to issues, whether anything was done about them - more ... or not. New ideas were always at least considered, and the people in certain 'silo's' were fantastic; just not the upper management. They often made promises and didn't follow through.
