Your application is screened and filtered out through the recruiting department. From there, each department/manager has a different approach to the interview process. It also depends if it is a union or non-union position. In my experience, most managers like to do panel interviews which is exactly like it sounds. You are questioned by a panel of individuals (usually all who you would be working with in the position).

Phone screen, then group interview 1-2 weeks later, then they requested references that day and stated calling references by the end of the next week, after all references called got the offer 2 days later. Then started the pre-employment drug test and background check process.

It depends where you are interviewing. The dept managers of the position you are applying for will interview and hire. However, if you're hiring for an upper leadership position, then the local Admins for that area will likely interview you. I wouldn't say that befriending a recruiter would give you a better chance of being hired since they probably have no influence over that hiring manager but it could get your resume onto their laps.
