It depends where you are interviewing. The dept managers of the position you are applying for will interview and hire. However, if you're hiring for an upper leadership position, then the local Admins for that area will likely interview you. I wouldn't say that befriending a recruiter would give you a better chance of being hired since they probably have no influence over that hiring manager but it could get your resume onto their laps.

Apply online, reviewed by the recruiter, if qualified for the position, referred to the hiring manager, if the finalist, offer will be extended, drug screening, background check, health check up, new employee orientation and start.
