You want the best, offer a better salary and don't insult a year's worth of hard work and great reviews with a 1.5% raise. It's impossible to survive on that.

Clean house on Management in Call Centers. They are not helping employees by yelling and rude to them.

Train your staff and set objectives and empower them to achieve goals independently but hold them accountable. Meet with them weekly to get progress reports and provide guidance and leadership where needed. Its worked for me for over 25 years as a CFO for public school administration from 600 employees organization to as many as 7000.
