I was offered a position at KGS. I singed the offer letter but have not yet filled out any information for the background check. I got another, much better paying job offer, if I back out now before the background check even gets started, am I still required to pay the up to $8700 for leaving before my 1 year mark?

The 8700 payback is for training, not for background checks. Only if you go to training do you habe to pay that back.

Recruiter has told me its 5000 or 8700. I already got my clearance, but I dont see anything in writing that says we have to pay this back. Has anyone Successfully not paid it back without having to go to training and failing.

No, I doubt it. They have not yet started your background investigation or your training, what would they expect you to pay back? They have no investment in you yet.
