I applied for several positions that looked like my resume of experience got a phone interview scheduled for a face to face and the managers didn’t show up. I decided that whoever I was competing against must be top notch or the positions were not really open and they had an inside person in mind and were going through the legal motions. Decided it was not for me and moved on.

Resumes are reviewed by HR then sent to Hiring dept. You are then called for a phone interview by HR then scheduled an interview.
