Get more involved and seek out what is going on. I wouldn't put as much trust in those reporting to me - investigate. You know something is wrong because things aren't adding up. Start talking directly to the staff, not the managers, and ask them the questions and you will get your answers. (So long as you promise to protect those individuals from retaliation).
