Try to look at the felon fairly. Some people have only been in trouble once in a lifetime time and for a specific reason. I think that should be looked at. The person could be one of your best employee. Made one mistake in their life that is following them around because no one will give them a chance.

Give job opportunities to the people you already have working there. Why hire so much people to give just 4 or 3 days off to persons that have been working for almost a year?

Pay rate is garbage! Should at least double the pay for each room or villa! High turnover is obvious. Better pay and much more benefits and 10 or 11 paid holidays may let your sorry management and regional directors stop hiring so much. The C E O may want to go back to cleaning or training houses and help people earn a fair wage to feed their families.

Hire bosses that have a back bone and will stand up for their workers and don't bow down to the resort manager.Don't believe everything the resort tells them STAND UP FOR YOUR WORKERS.

First, treat people with respect and be fair and pay people decent salary, for the work they do. Recognizing that a loaf of bread and a gallon of milk cost them the same as it does you. Companies and corporations have gotten so greedy and forgotten that it's the employees that do the work, keeps their business going.
