I had this advice many years ago.Dress a step UP to the position you are being interviewed for.exp..ceo wld definitely wear a suit..If you want the position under him / her still wear a suit..If you are applying for secretary dress like the person you are going to be secretary for...

Dress like you really want the job, professional and with good taste. For ladies no heavy makeup and for guys no crazy hairstyles. Once you have the job still dress appropriate according to the job dress code.
