Yearly, for in grade performance pay raises, effective first full pay period in January. Pretty much never do employees get the chance for out of cycle pay raises. Virtually all job promotion openings (to a higher band/grade level) are only available once a year, although lateral jobs are open regularly throughout the year without a change in pay.
Here are the various ways an employee's salary can be augmented:
*yearly, bonus, performance based
*yearly, permanent salary increase, performance based
*varies, promotion (1-5 opportunities over a career depending on how your objectives), competitive
*yearly, governmental-wide pay increase, cost of living 1-2%
Quite honestly, pay at NGA is fantastic.
Once maybe twice in your career.

You're pretty much guaranteed a cost of living raise every year, unless you get one for performance.
