They provide PTO, but no sick leave, it is all combined. There also is no Maternity leave.

Pete stop telling employees that you will take care of them, by offering them another job if the contract ends. Give your employees a courtesy call or email when a contract they are working has ended verses, letting them find out from the new contractor or rumor mill. Severance packages would have been nice too.
