Stop promoting people that have no background in management. Just because you offer "management training" doesn't mean a person is ready to lead when they complete it. Just because you haven't managed to get fired for several years, doesn't mean you are qualified to manage people.

Do a lot of soul searching and figure out how to not let greed be your driving factor. Rather, focus on how to positively impact peoples' careers and livelihood. Companies with happy employees always have a better chance of survival. And by "employees" I mean everyone, not just the top 10%.
