We do a phone screen first. If you are moved forward, you interview onsite with the hiring manager and possibly a panel depending on the role. You will complete some sort of pre-testing whether it be personality profile or skills. After your interview and testing is completed, the hiring manager determines who is moving forward (HR does not decide this) and getting an offer. Verbal offer is made followed by a written offer. We are closing loops with emails if the candidate is not selected. As always, the process is fluid and can change based on business needs.

It depends. There is a CBA in place in some locations, so it's according to that. This is a question that should be addressed in the phone interview process.
