A couple of things. I work in a bakery dept as a cake decorator. It's great that men are now allowed to grow beards, but anyone should be allowed to color their hair whatever color they wish. Its 2019, seriously. A majority of our customer base has 'unnaturally dyed' hair, so why cant we?
Instead of writing someone up for getting 3 minutes of overtime, how about you notice how short staffed your dept is and allow people a set limit on overtime, and if they go over it, then discipline. But dont have someone work over on a super busy day( every Saturday) and then have them cut the overtime during the week. If they worked it, they deserve it.
You need to be on the same page as your assistant managers. Even if you hate each other, its confusing and not helpful to have two different bosses who are telling you different things and talk poorly about each other behind their backs. You are supposed to be a team.
Training. Training. Training. Stop thinking that our jobs are a sink nor swim situation cause the CBTs cover everything. They dont. People who just start need guidance as well as CBTs.

Educated managers an store managers how to talk with respect to their associates. Favorite one another, can get away a lot of dishonest attitude as well even get promote..get pay and dit in the dock chatting during working hours. You can work like a dog, if manager don't like you , they can still try to write you up for stupid things not even existing in company policy. The company is good,but should be more selective who they promotes for.

Be more active in ALL the stores. Favoritism is a huge issue and when your on the other end of the spectrum, you get a fist full of bad experience.

Perhaps get qualified deli managers that "manage" instead of doing odd jobs have the employees do your floor work and manage your kitchen, sub station & traditional. Before leaving for the day MGMT can make sure there's product - subkits cut for dinner rush, chicken boxed & ready, & we're ready to go. Hiring folks all part time you have to work 1500 hours to get insurance or go with the worthless affordable Care act (sucky insurance). How about stepping up Publix you want loyalty? Show your hourlies some...

As I said before , treat your employees like you wanted to be treated, give them back their bonuses, speak to them polietly and with respect like you will wanted to be treated.
