Take care of the employees you have first. People just hired on should not be making 1.50 more than your employees working 3 years. Management need to get out of the chair and help staff not play on their phones.
If I were in charge , develop a plan to get things done, such as organize the R1 RCM to be efficient and effective, motivate and mead employee and put control in pl;ace to make sure that our plans are followed and our goals are met. To achieved some measure of growth and success.
Change ALL upper management. Require Directors, Operations Manager, Team leads (anyone who is paid salary) to have a minimum of bachelors degree education. Therefore, you at least feel they are somewhat capable of leadership taught through school; not given a position of that caliber just because they've been doing "this type of work" for 15+ years with NO formal college education
